I have been working as a water engineer within a government ministry for four years and have been involved with a number of aid projects funded by multilaterals and implemented through the Ministry. While to both the donor and the recipient government, the outcome is successfully implementing some infrastructure project, the important issue is, is it still in use in 10 years time. I also see successes in the little changes that can be indirect offshoots of the work if you really engage the local staff, such as staff seeing how septic design is critical and the Ministry themselves taking up inspection of new septic tanks. This is sustainable change, but will never be recorded because it is indirect, and you only know if it is sustainable if it is still happening several years after the project was completed.
