HA NOI — Sudden heavy rain, the heaviest downpours in 35 years, battered Ha Noi and the north-central countryside on October 31 causes flood in Ha Noi. Water in central and northern province rivers are forecast to rise to above Alert 3 – above 6m. Official death toll climbed to 74.
